Assessment of current programs and planning for future services has been Rhea's consulting focus since 1980.

In the planning area, she does planning for a specific new service or program in a library as well as long-range planning for libraries and systems. Depending on the situation and the preference of the library director, Rhea uses Planning for Results or other planning approaches. She has created her own planning processes for public and other libraries serving people with disabilities and for correctional libraries serving prisoners and staff.

She also does statewide planning work. She has done statewide plans in Massachusetts, California, Illinois, Wisconsin, Oregon, Missouri, and Washington. In 2002 she facilitated the creation of the new five-year plan for the use of LSTA funds in California for the California State Library.

Similarly, in evaluation she does assessments of individual programs or services as well as large scale evaluations. For example, she recently did a national evaluation of library programs for the Bill Moyers' On Our Own Terms TV series. A recent statewide example is a study of Access News, a pilot project of the California Braille and Talking Book Library which brings news via telephone to people who have low vision or are blind.

A current emphasis is on outcome measurement and she now serves as the consultant in that area for the California State Library, the Connecticut State Library, the Massachusetts Board of Library Commissioners, and the New Jersey State Library. She is also using outcome evaluation as part of ongoing assessment projects and is offering workshops on the topic including the LAMA Institute of the Year for 2002. Rhea’s Demonstrating Results: Using Outcome Measurement in Your Library was published in January 2006 by ALA Editions.
