Outcome Measurement (OM), also known as Outcome-Based Evaluation, is an approach to evaluation that focuses on the impact that results from a service. Instead of asking "How much has the library/ library program done?" OM asks "What impact did the library or program have on the participants?" or "How has the participant's life changed because of what the library provided?" Rhea has served as the Outcome Measurement consultant to the California State Library, the Connecticut State Library, and the Massachusetts Board of Library Commissioners and worked with them to integrate OM into their LSTA applications, projects, and evaluations. She also provided extensive training on outcome measurement for California, Connecticut and Massachusetts libraries. The Library Administration and Management Association (LAMA) selected Rhea's workshop, The Impact of Services on Library Users: Measuring Outcomes, as the LAMA Institute of the Year for 2002. Her book on outcome measurement, Demonstrating Results: Using Outcome Measurement in Your Library, was published by the American Library Association in January 2006. Last updated 3/2011
