Rhea is one of six trainers selected by the Public Library Association in 1998 to teach its new planning process, Planning for Results. She served as a reviewer to the New Planning for Results: A Streamlined Approach in 1991.

Besides training for PLA, Rhea has done Planning for Results workshops for numerous library agencies. She also has served as facilitator and coach for public libraries and multi-type systems including the San Francisco Public Library, the Monterey Bay Area Cooperative Library System, the Fresno Public Library, the Santa Clara County Library, the Burlingame Public Library and the Alameda Free Library (all in California), and the Abbott Public Library (Marblehead, MA). She is currently working with the Berkeley Public Library (CA).
